By HARVEY CALL Daily News Staff Reporter Dairy interests are maneuver ing for new controls which can be expected to drive milk prices in Broward County still higher. Now, a federal order regulating prices has been requested and milk interests have engaged highly paid experts to compile data necessary to spur early approval. Even If no price increase is awarded to producers, the program would add 15 to 20 cents to the cost of each hundredweight approximately HVs gallons of milk. In return, the consumer, who must pay the bill, will receive no benefits only the assurance prices will not go down.

The federal order would mean the establishment of another Washington-directed bureaucrat for South Florida. He would be the marketing administrator who would preside over a local office, setting the minimum price to be paid for milk. THERE'S A CATCH But there is a catch to the marketing order. It sets prices for the several classes of milk used. Tops is Class One fluid milk that is delivered to the homes or sold through stores.

The prevailing practice in fed eral market areas is to establish a high price to be paid farmers for this milk. Distribu tors have to pay this minimum, buying whatever they require and passing the cost along to the home consumer. The manufacturer, whether it is Bordens, Krafts, Carna tion or another big concern, knows full well that everything turned out can be sold. If the public does not buy, the federal government stands ready to step in. Currently, the federal govern' ment has more than 000 worth of these products stacked away in warehouses, They were purchased with the consumers' dollars. And they are stored at a cost of more than in warehouse charges, paid by the taxpayer. STOCKPILE IS GROWING Each year, the stockpile grows by the equivalent of 28 quarts of milk for every man, woman and child.

This, of course, is a vicious circle. The farmer would fare better if people bought more milk for the table and less was left for the surplus, lower-priced sales. Charles B. Shaman, presi dent of the American Farm Bureau Federation, declared two weeks ago the farmer has himself to blame if he Is not sharing in the national prosperity. Farmers have "abandoned the system of producing and selling for consumers in favor of a system of producing for the gov ernment, he asserted.

Shuman asserted the need is for "aggressive surplus disposal programs." such as the recent pork sales promotion which eased the hog market and start ed hog prices back toward nor mal without the benefit of con trols and price supports. STILL WANT CONTROLS Despite this and similar urg ing of numerous farm publica tions, dairymen here are pressing for federal controls which will add to the problems of the farmer, the consumer and the taxpayer alike. Some 90 farmers of South Florida banded together only a few weeks ago under the aegis of a new organization, the Independent Dairy Farmers' Asso ciation, Inc. Their first aetion was to apply to the Agricultural Mar keting Service, U. S.

Not as much as a word offers any advantage to the consumer nor is any bene fit likely. One of the more interesting aspects of the plea was a protest that 114,000 gallons of milk was brought into this area during September, 1955 from out-of-state sources Alabama, Ten nessee, Mississippi, Virginia, Missouri and New York. The fanners would like something done about that. The obvious inference is they would like action which will boost prices here and shut off all competition. Why are South Florida farmers seeking federal controls? The answer is that for 20 years, dairy interests basked under the protection of the State Milk Commission.

Then the Milk Commission came under widespread, state-wide attack for its retail price-fixing policies. There was a determined effort to revise the program while the 1955 Legislature was in session. That failed because of the power of the farm lobby. DROPPED RESTRICTIONS Gov. LeRoy Collins followed up and last fall was able to induce the commission to drop its price controls for a year as a trial.

Although prices remained steady, the dairy interests were alarmed. In April, dairymen of Dade, Monroe and Broward Counties petitioned for the re moval of all Milk Commission controls here. The application was grant ed and as a result, there are no price controls prevailing at the present time. Price controls must not be confused with the many sanitary and health measures which govern every step of the production of milk. Those have not been disturbed and milk standards are unchanged.

Removal of price controls, however, has not affected the market. DAIRYMEN UNITED The dairy interests have maintained an united front. In seeking federal controls, they strive to strengthen that united front. They seek to re move the matter from the realm of the state government and place it in federal hands. They seek to substitute Washington control for local opinion and responsibility.
