The new rule, which has to be approved by the full Democratic National Committee, would restrict participation in a Democratic presidential primary or caucus "to Democratic voters only." Wisconsin, Michigan and Montana were the last three states which held crossover primaries in the 1976 presidential election. With the Carter administration's supporters strongly favoring a clampdown on a crossover loophole, the committee voted 34-12 to remove an exemption for the three states. Morley Winograd, Michigan party chairman who also heads the national rules committee, said the decision probably means Michigan will lose its presidential primary.
