5, 6, 7 The Associated Press TALLAHASSEE Gov. Bob Martinez and the Cabinet voted on Tuesday to buy 132 acres in North Key Largo, completing about one-third of the state's acquisition of the privately owned land in the North Key Largo Hammocks project. The panel also gave state negotiators approval to continue talks on buying another parcel in the Monroe County project, the 343-acre Bayside property. The state has been negotiating to buy the land since 1984. However, the Cabinet deferred action on a proposed marina in Curry Cove, adjacent to John Pen-nekamp Coral Reef State Park on the southern part of Key Largo, the longest of the Florida Keys.

The marina was proposed as part of a 372-unit residential development. By unanimous vote, the panel approved spending $1.14 million for buying the 132-acre parcel from private owners Floyd V. Thompson and Joan T. and Edward B. Knight The North Key Largo Hammocks project is ranked No.

"There's absolutely no possible legitimate reason that the sentence should not be carried out. The governor feels that enough is enough. The law has to have finality some time." Darden was convicted of killing Lakeland furniture store owner James Turman during a 1973 robbery.

His supporters contend he is innocent, citing sworn statements from a minister and another Lakeland resident stating that Darden could not have been at the furniture store when Turman was killed. Martinez has said that the case has been thoroughly reviewed and that there was no reason for further consideration of the alibi claim. Darden's case has been to the U.S. Supreme Court four times. It is the most-litigated case involving a Florida Death Row inmate, with nearly 100 judges involved in decisions.

In their 6-3 ruling on Monday, the justices held that Darden had received a fair trial and was properly sentenced. The Associated Press TALLAHASSEE Gov. Bob Martinez, acting with unusual speed, signed a seventh death warrant on Tuesday for Willie Jasper Darden, only a day after the U.S. Supreme Court rejected a post-conviction appeal. Meanwhile, federal courts have agreed to indefinitely block the executions of two other convicted killers scheduled to die today in Florida's electric chair.

In the Darden case, Martinez set the execution for 7 a.m. on Tuesday, also a departure from normal procedure. Executions usually are scheduled about a month after warrants are signed. Darden's case, however, has been unusual in several respects. No other Florida inmate has survived as many death warrants.

Amnesty International, Soviet dissident Andrei D. Sakharov, American actress Margot Kidder and British rock star Peter Gabriel have urged clemency for Darden, 54, but Martinez has been unimpressed with their argument that he is innocent and has a valid alibi. "He I Darden is not going to Willie Jasper Darden The execution is scheduled for Florida State Prison in Starke. The new warrant will remain in effect for a week, beginning at 7 a.m. March 15, the date of the execution, through 7 a.m.

March 22. Darden has been on Death Row since Jan. 29, 1974. Two inmates scheduled for execution today obtained stays on Tuesday from federal judges. U.S.

District Judge Maurice Paul issued a stay on Tuesday for Larry Joe Johnson, convicted in the 1979 killing of a gas station attendant. Von Eberstein, sentenced to 18 years in prison in 1981 after pleading guilty to three marijuana charges and one count of income-tax evasion, eventually had his sentence reduced to 15 years and was released after four years in prison. When defense attorney Ed Sho-hat questioned him about several events that Von Eberstein could not pinpoint as to date and month, the witness said, "This is not a comfortable position for me to be ia I'm very nervous." "I can remember certain things, but I can't tell you when it happened," he said. The witness testified that when he and Ed Ward realized that law enforcement was closing in on them in Orange Park, they first moved their families to North Carolina and then to Norman's Cay. "It was a time we knew we had a serious problem," the witness said. After their relationship with Lehder deteriorated in 1980, the families moved to Haiti, where they were arrested in 1981 and transported handcuffed back to Jacksonville, he said.

About 65 percent of parents who have been ordered to pay child support contribute no money to their children. Under the system, the Department of Lottery forwards to HRS lists of winners who were trying to cash in winning tickets worth more than 600. The HRS checks those names against a list of parents who have not paid their child support If the names match, the winner's money is collected on behalf of those children and sent to them.

The HRS has other means of collecting child support from parents who are unwilling to pay, including direct payroll deductions. The Associated Press TALLAHASSEE Some people who thought they struck it rich in Florida's new lottery wound up forking over more than $100,000 in winnings because of unpaid child support, officials said on Tuesday. The state has collected $100,543 from 47 people since Jan. 19, when the Department of Lottery and the Department of Health and Rehabilitative Services started a program to crack down on winners who also are parents not paying court-ordered child support.
