Sun-Sentinel, Tuesday, April 15, 1997 7B OBITUARIES Irving Galpeer, top enforcement official with SEC Irving J. Galpeer, a lawyer who served as a top enforcement official with the Securities and Exchange Commission in the 1930s and early 1940s, died recently at his home in Harwich, after a long illness. He was 87. The New York Times While at the commission, Mr. Galpeer handled a series of fraud cases, as an investigator, litigator and later an administrator.

These cases led to judicial rulings that helped define the investigative and regulatory powers of the commission, which was established by the Securities Exchange Act of 1934. One of the cases, for example, established the SEC's right to examine brokerage firm records. Mr. Galpeer, a graduate of Harvard Law School in 1933, joined the legal enforcement staff of the SEC's New York regional office in 1935, and was assigned to an investigation of stock manipulation in the shares of A.0. Sue Sarafian Jehl, wartime secretary with Eisenhower er The Associated Press MAITLAND Sue Sarafian Jehl, who served as Dwight Eisenhower's wartime secretary and was with him during the invasion of Normandy, has died of cancer.

She was 80. Mrs. Jehl, who died on Sunday, enlisted in the Army because she wanted to contribute to the war effort and began working for Eisenhower in 1943 in North Africa. BROWARD COUNTY ALEXANDER Col. Donald Martin, U.S.A.F.

80, of Ft. Lauderdale, died Sunday. Graduated from the University of Michigan with a degree in Aeronitical Engineering and received his Masters Degree from New York University. Served as a flight instructor during WWII and was one of the first pilots to fly the Sekorsky helicopters for the Air Force. He also served as an officer in the Korean Conflict and retired from the military in 1965.

Following retirement, he worked at First Federal of Broward as an appraiser. He was preceded in death by his wife, Crommelin Underwood Alexander in 1978. Survived by his daughters, Kay McFall and Diane Alexander both of Ft. Lauderdale; sisters, Virginia English of Ft. Lauderdale, Geraldine Brooks of Marietta, GA; grandchildren, Amy Giney of Ft.

Lauderdale, Lynn Craggs of Ocala, Michael McFall of Ft. Lauderdale and Wendy Horton of Boca Raton; and 10 great-grandchildren. Lauderdale aboard his 80' motor yacht SAPPHIRE in 1952. He became a yacht broker shortly thereafter. John loved all aspects of yachting and was highly respected for his knowledge and gentle manner.

He was truly the dean of Florida yacht brokerage until his retirement several years ago. He was one of the founding members of Southern Yacht Broker's Association, a member of Florida Yacht Broker's Lauderdale Yacht Club and Key Largo Angler's Club. Beginning in 1938, Mr. Galpeer headed an investigation into McKesson Robbins, a complex case involving falsified bookkeeping, allegations of blackmail and the suicide of one of three brothers accused of having designed the fraud. McKesson Robbins, the drug distribution company now known only as McKesson, was accused of inflating its inventories and its worth by creating fake companies using multiple bank accounts and false shipping bills, warehouse receipts and business letters. Mr.

Galpeer uncovered the fictional companies when he found a scrap of paper that led him to the business printing company used by McKesson Robbins. A major result of the case was a strengthening of the criteria that the SEC demanded when certifying publicly traded companies. Mrs. Jehl's daughter, Patty Lamb, said her mother had vivid memories of Eisenhower's distress on the eve of the Normandy invasion in 1944.

Born in Dublin, GA on May 6, 1922 to Gladys and Morton C. Mason, Sr. Motie was called home to be with the Lord on April 14, 1997 in Hollywood, FL after a courageous battle with cancer. During WWII, he served with the 547th Bombardment Squadron, 384th Bombardment Group, 8th Air Force based in England. For his professional skill and airmanship as a B-17 gunner on a mission over Nazi-occupied France in January 1944, Mason received the Air Medal for Meritorious Achievement.

He was shot down during this mission, imprisoned 16 months, and liberated by Patton's army. He was later awarded the P.O.W. medal. Motie was highly respected throughout the Southeast in the electrical products industry. Prior to retirement, he worked at Behnke and Assoc.

in Hollywood, FL. Bettye was a chemist with the DuPont Company and the Colgate Palmolive and she also taught school at Davie Elementary and Rogers Middle School. Bettye played piano and organ at Hallandale Baptist, Davie Methodist and most recently at Jupiter Evangelical Free Church.
