The New York Times NEW YORK Charles Rappaport, an elder statesman in the community of co-op and condominium experts in New York, died Aug. 28 at New York Hospital of Queens. He was 75. The cause was heart failure, said his wife and colleague, Eva Bocian Rappaport. At his death, Mr.

Rappaport was president of the Federation of New York Housing Cooperatives, a citywide group he helped to establish and had led since 1970. He also was a past board chairman of the National Association of Housing Cooperatives, which is based in Alexandria, Va. A former chartered life insurance underwriter who also dealt with pension planning, Mr. Rappaport took early retirement at 62 to devote himself full time to the and also the U.S. Air Force Reserves.

He was Vice-President of Dynamics Corporation of America and a director of several of its subsidiaries and retired after 20 years. Prior to that he also retired from the U.S. Air Force Reserves. He served in World War II and the Korean War. He held numerous command and staff positions.

In 1951 he was recalled to duty as Inspector General of the Eastern Air Procurement District, AMC, USAF. He was born in Bethlehem, PA and attended Bethlehem High School and Lehigh University in Bethlehem, PA. He was married to Mary R. Robinson, daughter of Dr. James Robinson, pastor of the First Presbyterian Church of Bethlehem.

She died in 1984. He is survived by brother, Carl C. Konolige; and sister, Helen K. Broyles. He will be buried next to his wife at Arlington National Cemetery with full military honors: Arrangements by KRAEER FUNERAL HOME, Pompano Beach, FL 954-941-4111.
