The meeting was postponed without explanation. in Soviet News Agency Tass reported. The new military buildup was disclosed in a front page editorial in Pravda, which is tantamount to an official Soviet Communist Party statement of policy. Pravda said development of NATO and West German "aggressive" designs against the Communist Bloc made "the task of raising the defense capacity of each socialist state and the whole socialist community and further strengthening the Warsaw Treaty Organization (of) special importance." Pravda charged that NATO had had "sinister designs" on Czechoslovakia and their "failure" caused NATO to "increase tension." NATO members met in Brussels Sept.

17 to discuss consequences of the Soviet invasion of Czechoslovakia. West Germany has called for a "reevaluation" of NATO's military security. Pravda said the Communist reaction to the NATO meeting "and because it is in our own self-interest. If we don't win there, we'll be fighting in San Francisco or Los Angeles. Dirksen, was accused by a colleague Friday of proposing a return "to the age of barbarism when women were treated as chattels." Sen. Vance Hartke, added that a civil rights act amendment offered by Dirksen "is seriously at odds with his reputation for gallantry."
