Her father, Danny Blatt, is sleeping in his car outside his Century Village apartment in Deerfield Beach. They are afraid to leave their unprotected homes without knowing what the government is going to do for them. "They're not going to fly up here with no plan," Schwartz said. "Nothing's boarded up. They have no windows." Jill Igert, housing coordinator for the Florida Division of Emergency Management, said, "Finding space for families in multi-unit buildings is our biggest obstacle." FEMA relies "on our local counterparts to tell us what would work in a community," said agency spokeswoman Frances Marine.

"With mobile home owners or people renting pads, if they've got a destroyed mobile home, that's a quick fix," she said. "We can pull the damaged unit off and do a replacement for those who are FEMA eligible. For single-family homeowners or duplexes, if there's space for a travel trailer, that's a quick fix. We can put a travel trailer there while repairs are made." In addition to helping officials plan for immediate housing needs, knowing which buildings survived the storm is essential for the future, according to Ricardo Alvarez, an architect and expert in the area of damage mitigation and vulnerability assessments. "This is the best chance you really have to practice something called mitigation, reducing potential damage before it happens," said Alvarez, an adjunct professor at Florida International University who has been contracted by FEMA after past storms to do hurricane mitigation.

"Instead of putting things back as they were, we need to ask, 'What can I do to make this wall or roof stronger than it was Why leave as it was before? You know it's going to be damaged." Hugh Willoughby, of FIU's International Hurricane Research Center, said it might be a good idea for cities to analyze which apartments, condos, houses and mobile homes failed and force owners of similar structures to strengthen or replace the roofs now.
